Clear access for two lane road

Not sure if there is a parking ban on a public street during a snow storm. Residents of Scotty Hollow continually park on the public portion of the street which does not allow the plows to properly clear the roadway and inhibits a clear, and passable, two lane road. Additionally, when a storm and plows have finished, the snow and ice left behind that were not cleared create a mess in the street and icy conditions. Not sure why , if there is a ban, the vehicles have never been ticketed or towed to the best of my knowledge. Would like an explanation.
